By law, it is forbidden to conduct mass gatherings in the yard of National Academic Opera and Ballet Theatre named after Alexander Spendiaryan.

Since 2008, Yerevan authorities have been rejecting opposition's applications to hold a rally on the grounds, saying Liberty Square will not be available for any gatherings. The opposition Armenian National Congress ledd by former President Levon Ter-Petrosian has had to gather its followers outside Matenadaran ever since the bloody break-up of its non-stop demonstrations staged in Liberty Square following the disputed February 2008 presidential election.

The square, which in 1988 announced the start of the Karabakh movement, has turned into a family playground with attractions and souvenir stalls.

Here one can do almost everything, except gathering his supporters.
