OSCE monitoring fails because of Azerbaijan’s refusal

The Foreign Ministry of the Nagorno Karabakh Republic issued a statement saying that Azerbaijan prevented the OSCE Mission from conducting a monitoring-investigation in the territory of Akna settlement, Askeran, where an Armenian soldier was killed on March 17.

On the proposal of NKR authorities, the OSCE Mission was scheduled to conduct a monitoring on March 20, following Azerbaijan's recent attack on NKR positions that killed Armenian serviceman Aharon Hayrapetyan last Thursday.
The monitoring didn't take place due to Azerbaijan's refusal.

The OSCE Mission, headed by Personal Representative of the OSCE Chairman-in-Office, Ambassador Andrzej Kasprzyk, had to conduct a unilateral investigation.
Representatives of the NKR Ministry of Defense informed the monitoring group on the details of the rough violation of the cease-fire regime by the Azerbaijani party that left serviceman Aharon Hayrapetyan killed on the frontline.

A few minutes after the OSCE Mission's departure the Azerbaijani side again fired sniper shots in the same direction. Ambassador Andrzej Kaspyrzyk has been informed of the incident.
