"Army incidents arouse deep concern not only in Armenia but in other countries as well. Acts of harassment in the armed forces are the gravest problem," Armenian Defense Minister Seyran Ohanyan said in Parliament on February 9.

To avoid this problem, many countries keep professional armies. However, due to its geographical position, political and economic conditions, Armenia cannot abruptly switch to a professional army.

"I am against abrupt changes. The Ministry is implementing large-scale reforms to raise the morale of our servicemen and prevent cases of harassment," Minister Ohanyan said.

Victor Dallakyan observed that army was one of the greatest achievements of independent Armenia and praised the efforts of former ministers Vazgen Sargsyan, Vazgen Manukyan, Serzh Sargsyan, Vagharshak Harutyunyan and Mikael Harutyunyan.

Speaking about the latest army incident that left serviceman Gevorg Kotinyan killed in a military unit in Karabakh, Minister Ohanyan said, "A criminal case has been filed. All the three culprits have been identified and will be punished."

"All army incidents are investigated; those responsible are identified and punished," the Minister concluded.
