Aliyev lays the blame on Armenia
"Nagorno Karabakh is a historical and internationally-recognized territory of Azerbaijan," Azerbaijani President Ilham Aliyev said at the OSCE Summit in Astana.
Aliyev blamed Armenia saying, "Armenia prefers to use conflict escalation, violates ceasefire regime, holds military exercises in the occupied territories, changes names of our cities and villages, pursues illegal settlement policy and tries to change peace process into senseless one. And such behavior affords grounds for thinking that Armenia wants to maintain status-quo for a long time and change the negotiations conducted by mediation of OSCE Minsk Group into a senseless process."
Armenian President Serzh Sargsyan will address the summit participants on December 2.
