Political scientist Alexander Iskandaryan is assured that the declaration signed after the Medvedev-Sargsyan-Aliyev meeting cannot ensure the exchange of Armenian and Azerbaijani prisoners of war and the bodies.

"I highly doubt that that point will be implemented. There have been quite a lot of agreements which have not been carried out," Iskandaryan told "A1+".

The political scientist gives a positive evaluation of the ongoing negotiations regardless of the results of the meeting, but states that in essence there is nothing written in the signed declaration.

"It is more preferable to not have a meeting. Such a format of meetings must become multinational and include not only Armenians and the Azerbaijani, but the Russians, the French and the Americans as well. That is also the basics of conflictology. We must continue the negotiations process formally or informally and not through war."

As far as the fact that Russia is represented as the 3rd party in the negotiations, according to Alexander Iskandaryan, Russia is doing what it is obliged to do and that is to maintain the status-quo and the negotiations process, which the representatives of the other intermediary countries are not against either.

Iskandaryan had another consideration in regard to the trilateral meeting: "Although the word "Meindorf" is not stated in the declaration, Russian President Dmitry Medvedev had used the term during a press conference. The term "Meindorf" frustrates the Azerbaijani side and it is clear that that was the reason why it wasn't included in the declaration."
