The September 15 hearing of the appeal filed by former resident of Gyulstan village of the NKR Shahumyan region Minas Sargsyan against the Republic of Azerbaijan at the European Court of Human Rights doesn't motivate former NKR Minister of Foreign Affairs Arman Melikyan at all.

Minas Sargsyan is charging Azerbaijan with throwing him out of his home and demolishing it.

"Armenia is not officially present. The appeal may be examined and denied and the denial of an appeal filed by an Armenian family may become a precedent for doing away with the issue of one and a half million Azerbaijani Armenians. This is the path that Armenia has chosen," Mr. Melikyan told "A1+" today.

Arman Melikyan has been involved with issues concerning Azerbaijani Armenian refugees since 2005. He currently has over 30,000 Azerbaijani Armenians' appeals demanding compensation from Azerbaijan.

Mr. Melikyan doesn't consider it by chance that the European Court will hear the appeal filed by a group of Azerbaijani against Armenia on the same day. "This goes to show that the Azerbaijani are trying to place the issues into an equation, but there cannot be an equation. The Azerbaijani are trying to show that Armenians are aggressors, while the Armenians are trying to get back what they have lost."

Arman Melikyan blames the Armenian authorities for the Azerbaijani's attempts to put the Nagorno-Karabakh conflict in the equation. "Unfortunately, the Armenian authorities have ignored the issues concerning Azerbaijani Armenian refugees, accept that they are aggressors and are ready to hand over the territories."

Minas Sargyan's appeal is presented by "Legal Guideline" NGO. "The NGO is an instrument for the RA Ministry of Foreign Affairs. I am not content with the person who developed the policy and who is killing all hopes of Azerbaijani Armenians with his actions to receive compensation from Azerbaijan."

Arman Melikyan views the allocation of the liberated territories of the NKR as the only fair compensation for the half million Azerbaijani Armenians.

Serzh Sargsyan is asking

Arman Melikyan is also very insulted by Serzh Sargsyan's behavior during a meeting with the newly appointed representative of the UN High Commissioner for Human Rights in Armenia. "Serzh Sargsyan said Armenia has never speculated the issue of Azerbaijani Armenian refugees. There is no need to speculate it and Armenia must defend the refugees' interests. It has to take into account that alongside the NKR, there is an issue concerning the Azerbaijani Armenians and it is not only impossible to solve the issues one by one, it is also against our interests. Armenia shouldn't ask for something from the UN Office in Yerevan."

During the meeting, Serzh Sargsyan said he was not content with the fact that the UN is not involved in the issues concerning Azerbaijani Armenian refugees who have homes in the NKR. Armenia should officially address the UN and not the central office."
