RA Ombudsman: “Everyone is guilty”
Armenian Ombudsman Armen Harutyunyan says if he had another chance to change the Constitution he would strengthen the institute of parliamentarism and the functions of Constitutional Court to make the latter independent of authorities.
On the eve of July 5, which marks Constitution Day in Armenia, the Ombudsman announced that if the country encounters certain problems connected with democracy, then we should not lay the blame on the Constitution. The main responsible forces are political parties and public.
"I would rather say the authorities assume the main responsibility since they failed to do their utmost," he added.
Armen Harutyunyan notes that cases of human rights violation were registered during the present and the former authorities.
Regarding the claim "Armenian Citizens vs. Robert Kocharyan" filed by the Armenian National Congress to The International Criminal Court in Hague, Mr. Harutyunyan says it will be dismissed since the Republic of Armenia has not signed a corresponding document and its authority does not cover Armenia.
