Council of Europe strengthens professional training on the European Convention on Human Rights.
Aimed at strengthening professional training on the European Convention on Human Rights, the European Programme for Human Rights Education for Legal Professionals (the "so-called" HELP II programme) will be launched in the presence of representatives from 12 beneficiary countries (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Moldova, Montenegro, Serbia, "the former Yugoslav Republic of Macedonia", Russian Federation and Ukraine).
This follow up project, financed by the Council of Europe's Human Rights Trust Fund, with a total budget of 1.5 million Euros, will be implemented by the Council of Europe.
The project's aim is to strengthen the capacity of national training institutions for judges and prosecutors in 12 beneficiary countries and to fully integrate the European Convention on Human Rights into their initial and continuous training in line with Committee of Ministers' Recommendation (2004) 4 of 12 May 2004 and the Interlaken Declaration of 19 February 2010.
Its key objectives are as follows:
help target countries integrate the HELP curriculum and use the materials in their national training, using the HELP methodology and tools;
develop and update further European Convention on Human Rights materials and tools. Target countries can access all HELP European Convention on Human Rights materials on-line in their national languages;
support the European Human Rights training Network in exchanging good practice and experience among those responsible for initial and in-service training of judges and prosecutors through bilateral and multilateral meetings.
This programme is part of a larger action aiming to ensure the full availability of tools and materials for all Council of Europe member states needed for professional training on the European Convention on Human Rights. The HELP website is currently operational and accessible free of charge in five languages.
