Sevan penitentiary employee accused of procurement
Support A1+!The preliminary investigation of the criminal case launched on the illegal turnover of narcotic drugs with the purpose of sale and abuse of official duties by the employee of the penitentiary has been completed in the Special Investigation Service. The prosecutor supervising the pre-trial investigation of the criminal case has confirmed the bill of indictment.
During the preliminary investigation it has been stated that Arthur Arakelyan, a leading specialist of the Social, Physiological and Legal Provision Division of the "Sevan" penitentiary, RA Ministry of Justice, came to agreement with the convicts to buy narcotic drugs with the purpose of sale.
In particular, the convicts of the same penitentiary Hayk Vardanyan and Abraham Keshishoghlyan offered 10 000 drams to A. Arakelyan in order to obtain narcotic drugs, take it to the penitentiary and sale it to them. A. Arakelyan agreed and gave the convicts his phone number so as the persons who should transfer the drugs could get in touch with him and fix the place and time of the meeting. On December 13, at about 07:00 p.m. A. Arakelyan met H. Vardanyan's brother Armen Vardanyan in Varananc street, illegally took and kept 0.056 gram buprenorphine, 0.65 gram opium, as well as 0.6 ml acetic acid anhydride.
On the same day and in the same place Hayk Vardanyan's minor son gave A. Arakelyan 0.04 gram buprenorphine.
Later, at about 10:00 p.m. A. Arakelyan met Abraham Keshishoghlyan's cousin Fillip Hamzoyan in front of the shop "Arevik" in Vardananc street and took from him 2.71 gram opium and 3.8 ml acetic acid anhydride.
On December 14, 2009 A. Arakelyan tried to take the illegally obtained narcotic drugs into the "Sevan" penitentiary with the purpose of sale. However, the employees of the Operative Intelligence Division of the penitentiary found and confiscated the above mentioned narcotic drugs.
On the obtained evidence A. Arakelyan has been charged according to the RA Criminal Code Articles 266, part 2, point 2, 2.1, 3, 266, part 4, and 308, part 1.
The convicts H. Vardanyan and A. Keshishoghlyan have been charged according to the RA Criminal Code Articles 34-266, part 4 and 34-268, part 2, point 2.
F. Hamzoyan has been charged according to the RA Criminal Code Articles 266, part 2, point 2 and 266, part 4 and A. Vardanyan , who is under search, has been charged according to the Articles 165, part 4, 266, part 2, point 2, 2.1, 266, part 4.
