Special rapporteur for victims?
"Heritage" MP Zaruhi Postanjyan has proposed a change in the draft of the PACE Monitoring Committee's report. The proposal is that "Armenian authorities use all existing legal instruments to release the political prisoners", since there are still political prisoners in cells.
The next proposal refers to the inclusion of international experts in the fact-finding group and to set a deadline for presenting reports on the investigation of the events of March 1-2 before the winter sitting.
The proposals have been endorsed by 5 signatures and will be discussed tomorrow.
Zaruhi Postanjyan also informed that another proposal will be presented tomorrow according to which the PACE should appoint a special rapporteur for the 10 murders on March 1, make suggestions for the fact-finding group and include international experts in the fact-finding group by demand of the Assembly.
The Armenian Delegation proposes that point 7/1 by which the Assembly demands the continuation of a fair trial that corresponds to CE standards, be taken out.
Instead, Armenian delegates proposed that a point be added according to which the PACE calls on both parliamentary and out of parliament political parties to take advantage of the opportunity, engage in open, constructive and serious dialogue aimed at strengthening political dialogue and democratic processes in Armenia.
Armen Rustamyan's proposal refers to electoral processes, including drafting mechanisms for eradicating the practice of double or more voting and continue the process of reforms.
There are a total of 12 proposals presented.
