Robert Kocharyan has sent a congratulating message to the NKR authorities and the citizens of the country in connection with the adoption of the Constitution. The message says:

«I congratulate the NKR authorities and the citizens of the countries on the adoption of the Constitution. With they organized participation in the referendum the people of Artsakh proved once again that they are determined to live independently. The referendum was held in compliance with the highest standards of democracy.

Since the first day of the declaration of independence the Nagorno Karabakh Republic has followed the policy of democratic development. This was proved by free and fair elections. I congratulate the people of Artsakh on the referendum and wish them peace and stable development».
