Participants of the round table, organized by the ‘Prisoners-of-war, Hostages and Missing Persons Rights Protection Center’ NGO on December 20, 2004 in Yerevan, in the framework of a project dedicated to problems of former prisoners, hostages and families of the missing persons with financial sponsorship of the Norwegian Foreign Ministry and in cooperation with the International Working Group for POWs, Hostages and Tracing the Missing in the course of Karabagh Conflict, have discussed actual for former prisoners and hostages problems related to their adaptation, social rehabilitation and reintegration and have come to the decision to address the authorities and the public of the Republic of Armenia with the following appeal:

- to assist to regular activities aimed at raising of public awareness of problems of the former POWs and hostages and their rehabilitation;

- to arrange cooperation of governmental and non-governmental structures of Armenia in rendering various kinds of assistance (social, medical, psychological, etc.) to former POWs and hostages;

- to develop a state program of socio-psychological assistance of former POWs and hostages and insert in budgets at different levels expenditure related to rehabilitation of the mentioned category of our nationals;

- to submit to the National Assembly of Armenia a proposal to draft a legal act or to make amendments in the acting government decision to directed to giving equal rights to benefits and privileges to former prisoners and hostages – both servicemen and civilians – as of veterans and invalids of the Karabagh war.

We consider that this problem may not leave indifferent either our government or NGOs and every citizen of the Republic of Armenia.
