On October 3 of this year, at 14:00 of the local time, in the Aghdam direction of the Nagorno Karabakh and Azerbaijan armed forces contact-line, serviceman Asif Bairamov was passed to the Azerbaijani side.

The 19 years old ordinary soldier of the Azerbaijani Army A. Bairamov was detained by the servicemen of the Nagorno Karabakh Republic’s Defense Army on September 26. Having escaped from his military unit where, as he says, he was systematically beaten by the subdivision commanders, A.Bairamov lost his way in the fog and appeared in the territory of Nagorno Karabakh.

The NKR State Committee on Issues of Prisoners of War and Missing People informed the offices of the International Committee of Red Cross and OSCE, accredited in Stepanakert, about the fact of A.Bairamov’s detaining. The NKR corresponding state structures gave the ICRC representatives the right to free access to the prisoner of war.

The passing of the A.Bairamov was realized due to the negotiations of the NKR State Committee on Issues of Prisoners of War and Missing People with the Azerbaijani side through the mediation of the Nagorno Karabakh ICRC mission.
