The decree on reducing Lieutenant-General Vagharshak Harutyunyan, the former Defence Minister, to the ranks was signed within the Law and the president has the right both for decorating and reduction . This is the standpoint by Artashes Tumanyan, the Head of Armenian President's Staff.

Tumanyan neither confirmed nor denied the information he might be appointed PM.
