DOCTRINE IS BECOMING A NECESSITY
Support A1+!“Unfortunately, no progress was registered in the negotiation process neither during the meeting of the presidents in St. Petersburg, nor during the meetings of foreign ministers”, mentioned the Chairman of the NKR Parliamentary Standing Commission for Foreign Affairs Vahram Atanesyan in an interview with Karabakh-Open.
In his opinion, judging from the statements of Armenian and Azerbaijani foreign ministers, the upcoming visit of the Minsk Group Co-Chairmen to the region does not involve essential news. “Though, there is the impression that the Co-Chairmen visit the region to persuade the presidents of both countries not to stop the negotiation process in regard with the 2008 presidential elections in Armenia and Azerbaijan, that is to say not to freeze contacts”.
Mr Atanesyan considers that what said the Co-Chairmen in 2006 on the fundamental principles of the settlement, will hardly be proofread “since, the supposed fundamental principles involve reconciliation edges of two fundamental principles of international rights – regional wholeness of the countries and respect towards the self-determination right of nations and people”.
Vahram Atanesyan approaches the further development of negotiations with pessimism, taking into consideration the military and warlike disposition in the Azerbaijani society. “And here we should not ignore the fact that the Azerbaijani parliament will discuss the military doctrine of the country. In that doctrine Armenia is the enemy of Azerbaijan. Azerbaijan does not exclude the war as a way of solving state and national issues. Judging from this, the war is a priority for the neighboring country for settling the Karabakh problem”, said Vahram Atanesya.
In Atanesyan’s opinion, chances of political settlement of the problem are not exhausted. The NKR military doctrine should be modified and a program on the NKR national security with all its constituent parts should be worked out – military defense, economic, social, propagating etc.
“I think that is become a necessity. Having the diplomatic, political means of peaceful settlement of the conflict, we should also think of working out the doctrine of national security of our country and the mechanisms of implementing them”, said Vahram Atanesyan.
