VENICE COMMISSION HASN’T YET ORIENTED ITSELF

PACE Venice Commission Secretary Gianni Buquicchio doesn’t hide that Commission has a precise position towards the Armenian Constitution in force, adding it to be quite imperfect.
Gianni Buquicchio also sees all the problems and shortcomings and is aware of the official version of the program on constitutional reforms. He informed this at the seminar on “Principle of Right Superiority in the Practice of Constitutional Jurisdiction”. Venice Commission hasn’t yet an accurate stance over the version.
As to the old version, over which Commission has made its observations after the known decision of Constitutional Court on Trust Referendum, strange changes have been in the same observations. According to Rafael Papayan, Armenia’s Constitutional Court Judge, they are incomprehensible and no one from the Armenian side can answer the question.
It is obvious in what phase the change was made.
CC Judge thinks if it continues the way it does, most probably Venice Commission won’t accept the official version on the constitutional reforms.
