G. Ghazinyan: “Parliamentary government implies ideological struggle” (video)

The government system changed as a result of the constitutional reforms implies, imposes existence of established political field, noted Doctor of Law, Professor Gagik Ghazinyan, touching upon the amendments in the law on parties, and added, “It implies existence of established parties on ideological basis. The parliamentary government implies ideological fights between the parties, as a result of which the voter, theoretically, must decide on the preferred ideologies of the parties to govern the country and form the Government.” Gagik Ghazinyan has always taught that our country isn’t still ready to shift to the parliamentary government system, “But no one can question the fact that the parliamentary system is progressive. There are two ways for the establishment of that system; it would be better if we resorted to that government system in case of already established parties. As we have what we have, under these conditions, only the 2nd way is left- to create situation, conditions, which will contribute to the establishment of those parties, becoming a base for the activities of this government system. It seems that the amendments in the law on parties are also directed to it, and it is an attempt to instigate the establishment of those parties, regulating the political field by that, otherwise we shouldn’t expect anything good from the new government system, and there will be imitations.” To note, amendments in the law on parties, which were adopted at the first reading by the NA, imply liberalization of the field and abatement of conditions for registration of parties.
