On September 21, 1991, Armenia held a referendum in which 94 percent of participants, or more than two million citizens voted for establishment of an independent and democratic Armenia… This meant that all decisions related to Armenia’s future were to be made by Armenians in a democratic way, rather than by Moscow. Armenia was to pursue a policy solely in the interests of its people and be independent of the Kremlin in view of customs, taxation, border services and armed forces, and carry out an independent foreign policy...
