The discussions over the draft Electoral Code in the so-called 4+4+4 format continued in the Armenian National Assembly in April 1. On Friday, representatives of the Armenian government, opposition and civil society discussed application of ID cards in elections. Minister-Chief of Government Staff David Harutyunyan stressed that an ID card holds the person's PPS (Public Service Number) number which contains all his/her personal data, hence it is possible to identify a person by his/her identification card. Speaking about voter lists, Mr Harutyunyan said unlike other countries the lists can be downloaded and one can compare whether the person is registered at several polling stations at a time or not. “These comparisons are not done by hand, but by computer,” he said. Hrayr Tovmasyan added that in some countries certificates based on passport data are given to voters before the elections. “In Armenia, these certificates are replaced by ID cards,” he said adding that it does not refer to the military. Mr Tovmasyan added that in case of losing the identification card the person's fingerprint is enough for his biometric verification.
