Many proposals by the Armenian Revolutionary Federation (Dashnaktsutyun) have been included in the new draft Electoral Code. Dashnaktsutyun faction secretary Aghvan Vardanyan told the journalist during the briefing at the NA and added that the work isn’t over yet. He thinks that the publication of the voter lists, who already voted, is not the only balm- not all the problems will be solved and even problems may arise, “But the investment of such mechanisms, which can increase availability and trust, that no one can vote instead of another, that it will be impossible to vote instead of those, who are absent from the republic, if we are able to solve these problems, trust will essentially increase.” Aghvan Vardanyan thinks that investment of technical means will be a balm, “I know that there is little time, but we must try to provide one joint identification document to the RA citizens. If it isn’t possible technically, we should find other solutions. The next issue is the investment of such identification mechanism, which will rule out voting for another person; in that case another issue becomes secondary.” He doesn’t consider the fact that the proposals of the opposition weren’t included in the draft sent to the Venice Commission to be a big tragedy, “There is big opportunity to present all those proposals through discussions during the upcoming months.” The Dashnaktsutyun faction secretary also doesn’t share the viewpoints of the opposition that the rating voting in the draft EC conceals the majoritarian electoral system, “It is hundred percent electoral system, which has its variants, it has also its explanation, also inner democracy of political system, as well as election with the participation of our citizens. How it has been until now; heads of the parties themselves made that list, and a citizen had no chance to send his candidate to the NA. Rating voting is hundred percent proportional, but it also gives a chance to a citizen to take part in, whom he wants to become a lawmaker from the particular party.”
