Ballot papers found scattered at polling station (video)
Marina Petrosyan, a local observer in the Sunday constitutional referendum found ballot papers scattered on the ground at Polling Station 13/23. She called the attention of the precinct commission chairman to the fact. “Really? Well, everything is all right,” the chairman said in reply. This happened after the closure of polling stations just before the start of vote counting. It becomes clear from the video provided by the observer that the scattered ballot papers were marked with "No," and the commission was going to replace them with "Yes" ballot papers.
