Republican MP Hovhannes Sahakyan does not rule out risks of double voting with ID cards during the December 6 constitutional referendum. “But today there are very few risks,” the lawmaker said during a discussion at the Media Center NGO. He added that the Election Code allows full control of the electoral process. Heriknaz Tigranyan, a legal advisor at the Transparency International Anticorruption Center, is against voting by identification cards. She says today about 500 000 citizens in Armenia have identification cards, 320 000 of whom have both ID cards and passports. The legal advisor believes that a person can vote both with a passport and an ID card. To put an end to talks and doubts, she proposes the ruling Republican Party of Armenia (HHK) to publish the electoral lists signed by voters. “No one can vote for my neighbor who has an ID card or my relative who lives in another country. Only proxies can vote instead of absentees,” she said. Hovhannes Sahakyan said, in turn, even if a person has 20 passports, he cannot vote several times, since an opposition representative will be sitting at each polling station to observe the election.
