EU and US allocated $450 million grant to Armenian Government in 2007-2014
The Union of Informed Citizens NGO continues to study foreign grants received by government agencies in Armenia. This time, the NGO presents the amount of grants received by the Armenian government in the years 2007-2014. During those eight years, the Government received grants in the amount of US $542 million (more than AMD 200 billion) from foreign countries and organizations. Most grants were received in 2011 due to the sharp increase in the funding of programmes by the European Union and US Millennium Challenges. In 2011, the EU allocated an unprecedented grant in the amount of US $ 57 million within the framework of Macro-Financial Assistance (MFA) and General Budget Support (GBS) programmes. Most of the grants (about 51%) received during 2007-2014, were allocated by the EU, EU member states, European banks and organizations. More than 32 percent was provided by the United States. The "Lincy" Foundation comes third in the list with 10%, followed by the World Bank (4.6%). However, in recent years EU’s donates have seemingly increased because the Lincy Foundation and Millennium Challenge Programme stopped their programmes in Armenia in 2011and 2012 respectively. In 2012, Japan also stopped providing grants to Armenia. As a result, about 91% (US $110 million) of the US $120 million received by Armenia in 2012-2014 were allocated by the EU or European organizations. Thus, Armenia's major donors, the EU and the US, have given Armenia at least $450 million in the last eight years – about 83% of the total grants. The picture would be more accurate if we consider the fact that the grants provided by the WB are mainly given from the US and EU funds. Strange though it may seem, in the budgetary reports one cannot find a word about grants allocated by the Russian Federation which proves that our “strategic ally” has provided insignificant assistance to Armenia.
