Who is to blame for blasts at filling stations?

The reasons for weekend explosions at filling stations in Armenia which resulted in the death of one person are still unknown. Many blame drivers and companies [that install gas cylinders in vehicles] for the series of the explosions. Drivers have a different opinion. Edward Hovhannisyan, Chairman of Achilles Center for the Defense of Drivers' Rights NGO, agrees with drivers and says periodical technical inspection of vehicles have a formal nature. Drivers are not sure that new gas cylinders are installed in their cars and say companies offering services on gas cylinder installation prefer cheaper options, hence they should be controlled. Lack of control and neglected state result in tragic consequences. One person was killed in a Saturday explosion at a gas filling station in Charentsavan,a  town in Kotayk marz. The Ministry of Emergency Security and Territorial Administration said a gas cylinder installed in a Lada car exploded while being filled at the station. One of the workers of the filling station was reportedly killed in the explosion, while another person was hospitalized with non-life-threatening injuries.
