Committee won’t accept deputies without appeals

Member of the Armenian Revolutionary Federation-Dashnaktsutyun (ARF-D), member of the Ethic s Committee of the National Assembly Artsvik MInasyan says the committee has the potential to make decisions that can become precedents.

"The committee, which is formed on the basis of three oppositional and three pro-government factions, has the potential to make several decisions that will be fundamental, efficient and, most importantly, will become a precedent," said Minasyan.

If the ethics committee comes to a conclusion that a deputy has been doing business, has violated the rules of ethics or has had an enterprise, then the committee may submit its conclusion during the NA plenary session.

"If the ethics committee's conclusion is approved by a vote, the given deputy's powers will be considered suspended. If not, it will mean that the deputy is not involved in business," said Artsvik Minasyan.

However, the ethics committee doesn't have the right to start its own proceeding, and anyone can file the appeal.

The committee can appeal to local and state local self-government bodies to receive necessary information. Artsvik Minasyan also touched upon the committee's flaws.

"The so-called rotation appointments of the committee's chairperson or deputy chairperson are reserved exclusively for large oppositional and pro-government factions."
