Deals to be prohibited during state of emergency

During a session at the National Assembly, Minister of Justice of the Republic of Armenia Hrair Tovmasyan announced that there could be restrictions on economic and financial activities during a state of emergency.

"There may be a ban on paying a certain entity in cash or give compensations," said Minister Tovmasyan.

Who will oversee that? In response, Tovmasyan mentioned that the decree on the state of emergency defines that. Deputy Stepan Safaryan asked why the parliament didn't hold hearings on the draft law on the legal state of emergency.

Key speaker, Deputy David Harutyunyan said the standing committee on legal issues of the National Assembly hadn't received a proposal to hold parliamentary hearings and that Raffi Hovhannisian's "Heritage" Party was present and could have made a proposal.

"You and your faction's representatives were present at the committee's session, Mr. Safaryan," David Harutyunyan recalled and suggested that Stepan Safaryan didn't turn the draft law discussion into a show.

David Harutyunyan mentioned that even if Stepan Safaryan expresses views on the draft law in the presses, it still doesn't serve as ground for the committee to discuss those views.

"Take into account that you have to submit your proposals to the committee and only in written form," said David Harutyunyan.
