Ter-Petrosyan to create meritocracy

Levon Ter-Petrosyan today announced that he would not be making a deal for cadres, just like Artur Baghdasaryan did in 2008.

He also announced that he would create a meritocracy, that is, a power of those with merit (from the Latin word Meritus) after coming to power.

"People will hold offices based on their merit," he explained.

According to Ter-Petrosyan, China has had a meritocracy for 2,000 years and that is why it has had statehood spanning 3,000 years.

Whereas emperors used to elect officials, "now you will be the ones choosing your officials", the First President said as he addressed the people.

"If you protest against us, you can easily change the government. This is the kind of country I dream of seeing," Ter-Petrosyan noted.

"Democracy is a way of freeing oneself from a bad government," Levon Ter-Petrosyan recalled this main principle of democracy in closing.

At the end, Levon Ter-Petrosyan made a request to Serzh Sargsyan for the first time.

"Serzh, prove that you can solve at least one problem."

In his speech, Ter-Petrosyan mentioned that though Serzh Sargsyan is an old friend of his, he has never appealed to him with a request.

The First President also mentioned that he was rest assured that Serzh Sargsyan was carrying out the blockade of the roads leading to Yerevan and the closure of cafes, but that he didn't close the restrooms.
