Statement by "Heritage" Party
"In his recent speech at the 3rd Assembly of Azerbaijani of the World, Ilham Aliyev once again made a belligerent declaration, saying that "Azerbaijan will take all measures to ensure its territorial integrity, including the use of the army factor". He also announced that "the Armenian state was established on historical territories of Azerbaijan, that is, Ijevan and Zangezur", and "Armenians are guests in Nagorno-Karabakh".
Besides the fact that such belligerent and expansionist declarations by the head of a state that has signed many documents brokered by the OSCE Minsk Group Co-Chairs, agreeing to a peaceful resolution of the Artsakh conflict and no use of force or the threat of force leave no more illusions regarding the Minsk Group's reputation, activity and Baku's real intentions, they also free the Armenian side of any hesitation to resettle the liberated territories.
"Heritage" calls on the authorities of the Republic of Artsakh and the Republic of Armenia to start the process of massive resettlement in the liberated and reunified territories in the Republic of Artsakh, especially taking into account the fact that there are many families in Armenia, including refugees that left the territory of the Soviet Socialist Republic of Azerbaijan who are leaving Armenia since they are unable to earn a living. They should be provided with favorable conditions in the liberated territories with infrastructures, cattle, agricultural equipment and large land sectors, and there should even be redistribution of tens of square kilometers of land under the dominance of "latifundists". It is necessary to resettle at least 10,000 people a year.
We also call on accelerating the process of resettlement if Azerbaijan breaches any provision of signed documents, including belligerent declarations (threat for the use of force) or snipers' actions on the line of contact. These actions, which don't breach any written obligation that the Armenian sides have, are the best way of neutralizing Baku's steps aimed at sharpening the tension in the region."
