Everyone will use Kazan meeting in their own way
Director of the Armenian Center for National and International Studies Manvel Sargsyan says there is always a threat of a war from Azerbaijan and that the latter is not waging a war simply because it lacks support.
"What's holding Azerbaijan back is the announcement that a new war will be condemned. Azerbaijan can't take a decision on its own and start the war," Manvel Sargsyan told "A1+".
According to him, everyone is well aware that the start of a war is linked to the state of affairs in the world and that it is not up to Azerbaijan to decide.
Touching upon the meeting in Kazan, the expert mentioned that the relations between the great powers are of interest. "This not just about Karabakh's diplomacy. This is big politics."
As for the fact that the U.S. and Russia expressed disappointment with the meeting in Kazan and France was motivatedth expert says that is linked to the overall atmosphere that the diplomats themselves created.
Sargsyan recalls that when the European Parliament held hearings, the OSCE Minsk Group Co-Chairs announced that if there was any progress in Kazan, the Minsk Group would revise its approaches and the European Union could play a greater role.
"Perhaps France fears that there could be a change in the format and that that will refer to France first. Perhaps with that they tried to say there was some progress so that the negotiations would continue," the expert mentioned.
Manvel Sargsyan believes the countries will start taking advantage of the meeting in Kazan for their policies, which is already noticeable in the region.
