“Aliyev is leaving for Kazan with a “yellow card””

The June 24 meeting in Kazan could be considered a success only if Ilham Aliyev signed a document that would rule out any assault against the Republic of Artsakh, says politologist Sergey Shakaryants.

"That should be a clear-cut, binding document the lack of implementation of which will lead to sanctions against the side that violates the document," the politologist told "A1+", mentioning that Ilham Aliyev is leaving for Kazan with a "yellow card" that he has already shown to the three Co-Chairs in his pocket.

"Aliyev must realize that the international community will no longer allow Baku to lead negotiations through threats of force," says the politologist, adding that even though Azerbaijan interprets the statement made in Deauville in late May in their own way, experts say the presidents hinted that they know who waged the first war in Karabakh and that they won't allow the second one to break out.

Touching upon the Armenian delegation's step to boycott the PACE Subcommitttee on Nagorno-Karabakh, Shakaryants welcomed that step and said that Armenia shouldn't let the Azerbaijani bring others to push their viewpoints forward.

The politologist also says it is still too early for the delegation to take the decision and unilaterally reject the declarations that include allegations fired at the Azerbaijani side at the Assembly. According to him, we should take into account the opponent before showing good will.

"We all know that for years, the Azerbaijani have been forcing the Assembly delegates express pro-Azerbaijani approaches on the conflict resolution through bribes. In this case, it is wrong to go ahead and miss out on the opportunity to at least respond to their allegations, especially before the meeting in Kazan," said Shakaryants.

The Armenian, Azerbaijani and Russian Presidents will meet in Kazan tomorrow.
