Can't impose the authorities
A new program aimed at promoting media freedom, professionalism and pluralism has launched in Armenia. The program co-funded by the European Union and the Council of Europe will be implemented in Armenia, as well as Azerbaijan, Georgia and Moldova.
Operations Director of the EU Delegation to Armenia Jean-Kristoff Gayrand noted that one of the most important values is maintenance of media freedom.
"We are also certain that pluralism is necessary for media outlets, and the international community would like to promote this in Armenia."
What are the guarantees for the program's effectiveness when the Armenian authorities refuse to fulfill the European Court's verdicts, particularly not letting "A1+" TV back on air? In response, CE Cooperation Department Program Adviser Leyla Dervishagich said:
"I am aware of such a verdict and hope that all will end well. As far as the program is concerned, we can't guarantee anything. The European Union is not the only role-player. We are also dealing with the Armenian authorities and Armenia's civil society. We must all do our part for the program's success."
According to her, this is an advisory program and can't impose anything on anyone, including the Armenian authorities.
Leyla Dervishagich also touched upon the decriminalization of the laws on slander and offense. According to her, the cases that were instigated against Armenian presses after decriminalization must be proportional.
"The fines of any case regarding slander should be logical and proportional. We should take into account the environment and the state of the country," said Dervishagich.
