Political scientist: “Meiendorf +2”
Political scientist Sergey Minasyan is convinced that the Armenian and Azerbaijani Presidents will be presented a new document on the Karabakh conflict during their upcoming meeting in Kazan.
"The OSCE Minsk Group Co-Chairs are concerned about the possible resumption of military actions and Azerbaijan's continuing threats. The document under question will not aim to accelerate the process but to present the status quo in a new format," Minasyan told A1+.
"The Co-Chairs' primary goal is to maintain peace in the zone of conflict rather than to find a settlement to the conflict. Azerbaijan is well aware of this. As soon as the document is signed, Azerbaijan will lose its last chance of waging a war against Armenia," he continued.
Sergey Minasyan does not share Azerbaijani Foreign Minister's opinion that the conflict can be resolved within a year.
"From the military point of view the maintenance of status quo is more advantageous to Armenia. We should realize that at this moment any document stems from the interests of Armenia. If the document carries a clear political connotation, it will impose additional responsibilities on Azerbaijan, forcing the country to give up its military intentions. That is why; Azerbaijan refuses to sign the document.
On the other hand, Azerbaijan is eager to speed up the settlement of the Karabakh conflict since they think it will lead to the withdrawal of Armenian troops from the liberated territories. But everyone knows that the troops will not be removed even under the threat of war," he said.
In the given situation, the political scientist characterized the forthcoming meeting as "Meiendorf +2."
"The political blackmail applied by Azerbaijan for many decades continues to worry the superpowers. The meeting aims to prevent Azerbaijan's further blackmail. Presently the Minsk group is worried about Azerbaijan," Minasyan concluded.
