Hovik Abrahamyan makes extraordinary speech at National Assembly

The Speaker of the Armenian National Assembly, Hovik Abrahamyan, today made an extraordinary speech during the NA sitting, highlighting the role of self-government bodies.

Abrahamyan said he was among the first mayors to be elected after the adoption of the RA Law "On Local Self-Government." He assured his colleagues that no one but the head of the community can know the problems faced by the community.

"I struggled hard and it was during my tenure of office that community heads were given numerous powers," said Abrahamyan adding that some community heads tend to abuse their powers.

The Armenian parliament suggested that the government should assist in the development and expansion of self-government bodies and cited the example of Germany.

In Germany communities have been enlarged three times in recent years," said Abrahamyan.

Hovik Abrahamyan served as the Mayor of Artashat (1996-1998) and as the Marzpet of Ararat Marz (1998-2000).

Mr Abrahamyan served as a Member of Parliament for the first convocation of Armenian Parliament from 1995 to 1999. He was again elected to serve as an MP on August 24, 2008 and as the Speaker of Parliament on September 29, 2008.
