Astana document removed Karabakh from negotiations

"Signing a humanitarian declaration with Azerbaijan in Astana, Armenia confirmed that it is in war with its neighbour and has a problem connected with the swap of POWs," David Shahnazaryan, a senior representative of the Armenian National Congress (HAK) said November 3.

"The document signed in Astana will have serious legal and political consequences. This is a dangerous document which will finally remove Nagorno Karabakh from of the negotiation process," he noted.

According to the HAK representative, the next meeting of the Presidents [in Astana] will not announce any breakthrough in the relations and no roadmap on the Karabakh issue will be signed between the sides.

"The meeting will largely deal with the points of the Madrid principles the sides reached an agreement on."

Regarding HAK proposals made in view of the Azerbaijani resolution, which is put into circulation in the UN GA, Mr. Shahnazaryan said, "The Armenian authorities have not considered our proposals yet. They are ill disposed to each proposal initiated by the opposition. The authorities do not view Azerbaijan or Turkey as their enemy. They think that their enemy is the political force threatening their power," said Mr. Shahnazaryan adding that the opposition demands preterm presidential elections.

"The criminal group arrested in the USA over a medical fraud had connections with Armenian authorities. The group's disclosure may affect Armenian-American relations," he said.
