HAK sent its proposals to CoE
Armenian authorities have put into circulation a new edition of the RA Electoral Code in an attempt to organize heated debates in Armenian political circles.
The Armenian National Congress (HAK) today issued a statement.
1) Collaboration around this or any other issue is possible only after the political prisoners are released and the perpetrators of the March 1 clashes are disclosed and punished.
2) Initiating debates on the Electoral Code, the authorities attempt to create an illusion that the lawlessness and rigged elections are due to the imperfect legislation.
3) Violence against proxies, observers and journalists, widespread bribery, intimidation of voters and fabrication of 500.000 ballot papers during the 2008 presidential election were not due to the imperfect electoral code. They were the only opportunity for the acting regime to ensure its reproduction.
4) With its participation in the debate, HAK or any other political force unwillingly becomes an accomplice of the regime in the usurpation of power by violence and electoral fraud.
5) Anyway, being concerned over legislative drawbacks, HAK has sent its proposals on the Electoral Code to the Council of Europe authorizing the structure to use the proposals in its debates.
6) HAK has also informed the CoE of its principled position on the lack of political will of the regime to hold free and transparent elections in Armenia
