Turks did not arrive in Baku
During a regional meeting of Socialist International in Baku, ARD Dashnaktsutyun Hay Dat and Political Affairs Office Director Kiro Manoyan said Karabakh has never been Azerbaijan's territory. Manoyan's statement made the Azerbaijani representative indignant.
In reply, Kiro Manoyan said, "Azerbaijan refuses to accept the OSCE Minsk Group's proposals as they do not suggest Karabakh's involvement in Azerbaijan."
SI Secretary General Luis Ayala welcomed the warm discussion between the parties and voiced hope that Armenians and Azerbaijanis would find a common language, which would further guarntee peace and security in the region.
Note that Turkish delegates did not arrive in Baku to participate in the meeting.
"To establish diplomatic ties with Armenia, Turkey must stop setting preconditions to Armenia," Kiro Manoyan said before the meeting.
