Armenian Ombudsman Armen Harutyunyan has accepted the President's offer to form a working group in order to finalize TV digitization.

"I shall consult with experts of the field to know their opinion on the issue. We shall try to find the best solution which will promote protection of freedom of speech in Armenia," MR. Harutyunyan told A1+.

Asked whether it is logical to amend the law on Television and Radio if a tender for broadcasting frequencies is due in the country in a month, Mr. Harutyunyan said, "We cannot consider the changes in a concrete situation. The law has shortcomings which must be eliminated."

Armenia will not announce tenders for broadcast frequencies for ten years and no one can guarantee that the amended law will be in force in ten years.
"As I have said the law has shortcomings and I have been asked to address them. It is impossible to calculate all difficulties in advance," the ombudsman said.

Armen Harutyunyan does not think that by setting up a team under his chairmanship Serge Sargsyan has insured himself.

During her Yerevan visit in summer, U.S. Secretary of State Hillary Clinton voiced concern over the RA Law on Television and Radio. In reply, Serzh Sargsyan promised to have the law amended during the NA fall session.
