The HAK (Armenian National Congress) will most probably not have the right to hold a rally at Freedom Square on September 24. It all became clear during a discussion at Yerevan Municipality today with the participation of Head of the Organizational Department Gagik Baghdasaryan and authorized representative of the HAK Tigran Arakelyan. Although Gagik Baghdasaryan announced that the municipality would release the decision after 72 hours, it was already clear that Yerevan Municipality has grounds for prohibiting a rally on that day.
According to Gagik Baghdasaryan, there will be rehearsals from September 10 to October 9 at Freedom Square to prepare for the Erebuni-Yerevan celebrations to be held on October 10. "They will be held according to plan, but there are days for major rehearsals as well. The events are scheduled after working hours, but there are games at Freedom Square during working hours based on agreements signed with Kentron district."
HAK representative Tigran Arakelyan's efforts to recognize the municipality's decision as illegal due to the violation of several points remained in vain. Arakelyan tried to prove that he hadn't seen a notice of the municipality's event on the board for the public, or in the register prescribed by the law and there was no notice by law either. Gagik Baghdasaryan claimed that no word of the law had been violated.
Let us remind that Yerevan Municipality has denied the HAK's appeal to hold a rally at Freedom Square on September 17. HAK was offered to hold a rally near the Matenadaran and was only allowed to hold a march at Freedom Square after the rally.
