Bandit relations in the army
According to Deputy Minister of Defense Ara Nazaryan, soldiers bring their problems from the streets and their families to the army. "The relations between bandits moves from the society to the army," said Mr. Nazaryan during hearings at the National Assembly.
After the disciplinary code of rules of the RA Armed Forces was adopted at the National Assembly, each soldier could appeal for restoration of violated rights and humiliation.
Today the National Assembly's Committee on Defense, Internal Affairs, National Security, the representatives of armed forces and advocates discussed the draft of the code of laws. Will the current problems be solved after the Code of Rules goes into effect? In response, Vice-Chairman of the National Assembly Samvel Nikoyan told "A1+" that he was not too naive to say "yes", but the adoption was a need.
Advocates complained about the draft the most. "The main emphasis in the draft is on commitments, but there is word about the rights. The ways for appeal are not specified and there is no order of appeal," advocate Artur Sakunts told "A1+".
The advocate is mostly concerned about the soldiers' disciplinary group's submission to the military police. "Unlike the soldiers, the rights of prisoners are specified."
During today's discussion, Artur Sakunts spoke about the beatings of soldiers in the armed forces, to which Head of the Patrol Service of the Military Police Yuri Baghdasaryan replied: "You always mention cruel behavior. Can you state a certain case? I say that there is no such thing. Soldiers who have been arrested are not beaten."
In the end of today's discussion at the National Assembly, President of the NA Committee on Defense, Internal Affairs and National Security Hrair Karapetyan called on everyone to present their written proposals regarding the draft and explained the need of adopting the code of rules. "This is new. It must be clearly stated that under which conditions commanders can't give commands within the framework of the Constitution. This is something that will make the commanders vigilant."
