Is Azerbaijan at war with OSCE MG?

Armenia's Deputy Foreign Minister Shavarsh Kocharyan thinks Azerbaijan's recent diversion along the line of contact of NKR and Azerbaijani armed forces are directed against the OSCE Minsk Group.

In an interview with "A1", he said that Azerbaijan is trying to shift the responsibility for the bloodshed on the contact line on Armenia and the OSCE MG.

"Azerbaijan is also trying to blame the Minsk Group for the lack of progress in the negotiations," said Kocharyan. "It is high time the Co-Chairs and the international community declared Azerbaijan as the party which disrupted the negotiation process."

"Armenia displays a constructive stance and is ready to compromises, but compromises cannot be unilateral," he said.

Shavarsh Kocharyan thinks that the co-chairs must confirm Stepanakert as a full negotiating party.

"We must try to find out whether Azerbaijan does not hide its lies under the guise of talks. If Azerbaijan disagrees to negotiate with Nagorno-Karabakh, it means it really tries to put the blame on Armenia and mediators."

According to the RA deputy foreign minister, the next step against the OSCE Minsk Group is the draft resolution on Azerbaijan's territorial integrity submitted to the UN General Assembly.

"Azerbaijan is dissatisfied with the structure that knows the true state of affairs, therefore it uses the ignorance of separate countries and solidarity of Muslims to push through some resolutions," he said.

"Azerbaijan has always said that Karabakh's "status quo" is not favorable for the country, but it has taken every effort to preserve that "status quo". We have seen Azerbaijan violating contracts for many times and then declaring its readiness to sign a peace agreement. No one would believe this," said Shavarsh Kocharyan.

Ankarais Baku's hostage

Speaking about the possible revival of Armenian-Turkish relations, Mr. Kocharyan said it is impossible due to the upcoming parliamentary elections in both countries.

"I do not link the bilateral relations with the elections. Turkey has unilaterally blockaded Armenia. Ankara has been given an opportunity to get out of the situation, but it lacked resoluteness. Turkey has become a hostage to Azerbaijan and will remain in that state until it is able to take independent steps," he said.
