Criminal case filed against "Hayhydromet" Head
A criminal case has been initiated in the State Interests Protection Department of the RA General Prosecutor's Office on the abuse of official authorities by the head of the "Hayhydromet" State non-commercial organization and the head of the Administrative and Financial division of the RA Ministry of Nature Protection.
After investigating the materials received from the Control Chamber, it has turned out that the head of the "Hayhydromet" State non-commercial organization included 9-10,0 million Russian roubles in the 2006 budget of the RA Ministry of Nature Protection to purchase a ship of hydrological significance in the framework of the project of "Hydro-meteorological monitoring carried out in Lake Sevan and its basin" based on the copy of the letter received from the head of the Russian "Brigantina" Ltd on July 22, 2005 that a newly-built "RM-376" ship cost 9-10,0 million RUB. The purchase of the ship was included in the 2006 State Budget and afterwards 153,0 million drams was paid to the "Kamar" CJSC (including 18,0 million drams for the transportation). It has turned out that "Kamar" CJSC purchased a trawler "BPM-74 M-JD" by 46.923.200 drams equivalent to 3,2 million RUB instead of 9-10,0 million RUB from the Russian "Akhtarskaya Soudoverf" CJSC.
The head of the Administrative and Financial division of the RA Ministry of Nature Protection having authority of the supervisor of the client attached to him by the order of the head of the staff of the same ministry, failed to perform his official duties and without examining the documents confirmed the conclusion N 06-88-1-E presented on March 16, 2007 by the head of the "Hayhydromet" State non-commercial organization that the ship purchased by the "Kamar" CJSC by 153,0 million drams corresponds to the technical character of the agreement though the a trawler "BPM-74 M-JD" didn't correspond to the technical points included in the purchase agreement. As a result of this the ship was admitted by the RA Ministry of Nature Protection and substantial property damage was caused to the legal interests of the State.
Thus, a criminal case has been initiated in the State Interests Protection Department of the RA General Prosecutor's Office according to the RA Criminal Code Articles 178, part 3, point 1 and 308, part 2. The criminal case has been sent to the RA Police General Investigation Department to carry out the preliminary investigation.
