Policemen beat RA citizen with rubber sticks

Prosecutor Harutyun Harutyunyan today demanded the Kentron and Nork-Marash district court to sentence junior policemen of the police Kentron department Gegham Harutyunyan and Hovhannes Ghukasyan charged under Article 309 of the RA Criminal Code to a 3-year imprisonment.

At the same time, the prosecutor demanded to free the defendants under the general amnesty passed by the National Assembly on June 19, 2009 and to quash a prior restraint- written undertaking of staying in the country.

The prosecutor also motioned to deprive them of posts in state and self-government bodies for six months.

In his speech prosecutor Harutyun Harutyunyan underlined that testimonial evidences and the laser tapes provided by citizen Avag Avagyan had proved the guilt of defendants Gegham Harutyunyan and Hovhannes Ghukasyan. Besides, the defendants pleaded guilty in their pretrial testimony.

Speaking about the events of March 1, 2008, the prosecutor noted that in the morning of March 1, the defendants had beaten an unknown man in front of the National Art Gallery.

"The man was already rendered harmless and instead of taking him to a police department the defendants beat him with rubber sticks," said Harutyun Harutyunyan.

"Before applying physical force, special devices and firearms the police were to warn people and give time for meeting their demand. They were to reduce the losses to a minimum. Moreover, they were to render first aid to the injured man and report their superiors on the exercise of special devices," announced the prosecutor.
Following the prosecutor's speech Advocate Arshak Tovmasyan asked for time to prepare the speech of defense.

The next court sitting is scheduled for December 22.
