The police have refused to grant current deputy candidate at the #10 precinct, Eduard Madatyan, a notice regarding permanent residency in Armenia in the past five years, as Deputy Chief of Police Hovhannes Hunanyan told "Azatutyun" radio.

Was the denial of Pashinyan's notice substantiated and did Eduard Madatyan receive that kind of a notice? In response, Hovhannes Hunanyan said: "To my knowledge, Madatyan was also denied with the same reasoning a couple of days ago."

The issue of granting deputy candidate Nikol Pashinyan a similar notice was also denied based on the reason that Pashinyan "has been under persecution from February 26, 2008 until July 7, 2009 and has not resided in the Republic of Armenia during that time."

A criminal case had been brought up against former Minister of Transport and Communication and current deputy candidate at the same precinct, Eduard Madatyan in 2004 "for organizing an assassination attempt against high-ranking state officials". Madatyan had also been under persecution starting from December 6, 2004 until July 2005, that is, the end of the trial.

According to the existing law, only those who have permanently resided in Armenia for the past 5 years may officially register as a deputy candidate at the Central Electoral Commission.

There are seven candidates running for the deputy elections to be held on January 10 at the #10 precinct, including editor-in-chief of "Haykakan Zhamanak" daily, Nikol Pashinyan, former Minister of Transport and Communication, Eduard Madatyan, Dashnak Rafael Ayvazyan, political scientist Hmayak Hovhannisyan, chairman of the Marxist Party, David Hakobyan, member of the "National Unity" party, Ara Simonyan and actor, Vladimir Kostanyan.
