Those kind of people can’t rule the country

"There can't be any real progress in the Nagorno-Karabakh conflict settlement until the end of the year," former Chairman of the RA National Assembly, NA Deputy Tigran Torosyan told "A1+" today.

Torosyan also expressed concerns over some issues.

"The Armenian authorities declare that the core of the settlement is the status of Nagorno-Karabakh and the right to self-determation, but they continue to speak on behalf of Nagorno-Karabakh everywhere. These approaches contradict one another because only the people exercising the right to self-determination must determine their status. Armenia and Azerbaijan don't have a say in this and if Armenia is that determined, it must declare that the Nagorno-Karabakh Republic has elected representatives who must represent the viewpoints of Nagorno-Karabakh."

"A1+" recalled that Nagorno-Karabakh was excluded from the peace talks during the Kocharyan administration for which Torosyan was campaigning during the 2003 presidential elections. He agreed, but contradicted himself by saying that it was during the Kocharyan administration when a document was passed in Strasbourg stating that Karabakh could be separated from Azerbaijan.

According to Tigran Torosyan, it was after the passing of that document that the OSCE Co-Chairs started talking about the fact that the right to self-determination may be applied as one of the principles for the conflict settlement. But that was a long time ago and the talks can no longer go on without Nagorno-Karabakh.

In his interview with "A1+", Tigran Torosyan also talked about the imperfections in the political field and took note of the fact that the main reason was the political figures' ignorance.

"Our biggest flaw is ignorance. There are people who simply want to rule the country and that is the main objective of all political parties. There should not have been ignorance, but unfortunately, this is a widespread phenomenon in Armenia's multi-party system. Big talk can't replace knowledge and a person without knowledge can't rule a country regardless of his great desire."
