"Who gave the command to open fire at demonstrators on March 1?" asked today former RA chief of police Hayk Harutyunyan during the session of the NA ad hoc committee leading investigation into the events of March 1. The former chief of police finally came to parliament after long consideration.
"There was no such thing. Nobody could have given such a command. Neither the president nor I gave the command. A group of police forces was armed with automatic guns and they were not in line. They were spread out as reserve groups and used the bullets for precaution. Imagine how many deaths there would be if there was a command to open fire," said the former chief of police.
Headquarters at Kocharyan's residence worked on March 1
In his speech, the chief of police made it clear that there was a headquarters at the presidential residence on March 1 heading the armed operations carried out by the authorities. Hayk Harutyunyan wasn't able to recall the members of the headquarters, but he was one of them.
Harutyunyan also informed that they were guided by the documents proving the existence of the headquarters. Hartyunyan stated that he had periodically reported Robert Kocharyan of his operations on March 1. Prime Minister Serzh Sargsyan was informed later.
In fact, what frustrated Hayk Harutyunyan the most today were the questions raised by leader of the "New Times" party Aram Karapetyan.
"You have no moral right to ask me such questions because you were one of the organizers," the former chief of police said to Karapetyan.
