Kocharyan did not give the command to fire
"Those who organized the illegal rallies are to blame for the 10 murders on March 1," former Chief of Police Hayk Harutyunyan said today during the session of the March 1 parliamentary committee.
Harutyunyan informed that neither he nor Robert Kocharyan gave the command to fire.
The session is in progress and more details will be released later.
