Tigran Ter-Yesayan:''A1+'s right can be restored only in a tender''

I cherish hopes from the Court's decision as, willingly or unwillingly, the National Commission of Television and Radio (NCTR) will announce a tender for broadcasting frequencies though the law bans tenders by 2010 ," says the President of "Forum" Legal Centre, A1+'s Advocate Tigran Ter-Yesayan.
To remind, Meltex Ltd had filed to motions to the Cassation Court to review February 27, 2004, and April 23, 2004, CC decisions. The motions were based on new circumstances, particularly on a June 17, 2008, decision of the European Court which registered a violation of Article 10 of the European Convention on Human Rights. The decision made the European Court question the lawfulness of the previous seven frequency tenders announced by the NCTR. Hence the European Court demanded the NCTR to ground for the denial of A1+'s application.
The Advocate thinks A1+'s right can be restored only in a tender announced by the NCTR.
