MEETING AT THE NKR FOREIGN MINISTRY

On November 10, NKR Minister of Foreign Affairs Ashot Ghoulian has received consultants of the British non-governmental organization “Resources of Armistice” Jenny Norton and Lara Griffith, who had arrived in Nagorno Karabakh with an acquainting visit.

Greeting the guests, Ashot Ghoulian noted that the Karabakh party, limited in its opportunities due to the unrecognized status of NKR, was interested in cooperation with foreign organizations, including non-governmental ones.

Jenny Norton and Lara Griffith informed the Minister that their first visit to Nagorno Karabakh was paid in the frameworks of the project realized by the “Recourses of Armistice” organization and aimed at creating conditions for the soonest resolution of the conflicts existing in the region.

On the guests’ request, the NKR Foreign Minister introduced the current stage of the Nagorno Karabakh conflict settlement and the NKR authorities’ position, the process of state construction and creation of a democratic civil society in the NKR, as well as the intra-political situation in the Republic.

A wide range of issues related, in particular, to the prospects of the Karabakh problem resolution, the situation on the Nagorno Karabakh and Azerbaijan armed forces’ contact-line and confidence-building measures in the region were touched upon at the meeting.

MONITORING

On November 11, the OSCE Mission held a planned monitoring of the Nagorno Karabakh and Azerbaijan armed forces’ contact-line, near the Karakhanbeili village, in the Fizouli direction.

From the positions of the NKR Defense Army, the monitoring was conducted by Field Assistants of the OSCE Chairman-in-Office's Personal Representative Gennady Corge ( Ukraine) and Miroslav Vimetal (Czechia), as well as representative of the OSCE High Level Planning Group, Colonel Ignacio Barraso (Spain).

From the Azerbaijan positions, the monitoring group was headed by Coordinator of the Office of the OSCE Chairman-in-Office's Personal Representative Imre Palatinus (Hungary).

The monitoring passed in accordance with the agreed schedule, and no accidents or violations of the cease-fire regime were fixed.

The Azerbaijan party, unlike the Karabakh one, violated the preliminary arrangement and did not lead the monitoring group to the front-line of its defense borders.

From the Karabakh party, representatives of the NKR Ministries of Foreign Affairs and Defense accompanied the OSCE monitoring mission.
