“THE GOVERNMENT RARELY REMEMBERS THE CONVENTION”
Support A1+!The Ministry of Justice of the Republic of Armenia has decided to respond to media outlets according to which the Armenian Government does not meet its commitments set by the ECHR decision on “Meltex Ltd vs. Republic of Armenia,” i.e. the Government hasn't yet compensated Meltex Ltd the sum fixed by the ECHR.
“Under Article 44 /Item 2/ of the Convention for the Protection of Human Rights and Fundamental Freedoms the money is to be compensated after the decision is put into force within three months if none of the sides has appealed to the Great Chamber.
The ECHR handed down the decision on “Meltex Ltd vs. Republic of Armenia” on June 17, 2008. If none of the sides appeals to the Great Chamber it comes into effect on September 17, 2008. Under the decision the Government is to compensate Meltex Ltd within three months-by December 17, 2008. Therefore, the fact whether the Government meets its commitments before the ECHR is out of question.
The Government will take drastic measures to meet the ECHR decision after it is notified that none of the sides has appealed to the Great Chamber,” runs the statement of the Justice Ministry.
President of “Meltex” Ltd Mesrop Movsesyan points out that the Armenian Government rarely remembers the European Convention on Human Rights. The Government frequently violates vital provisions of the Convention, for instance the Article on freedom of expression /in case of A1+/. In normal countries the decisions of the European Court of Human Rights are brought to life as soon as possible while in Armenia everything is done to overrule them or delay their realisation.
