CANDIDATE WHO DID NOT PUT FORWARD HIS CANDIDATURE COMPLAINS

Some unknown citizens applied to the RA Police Department of Visa and Passports for certificates on permanent residence in the RA to submit to the Central Electoral Commission for the participation in presidential elections.

Mher Mkrtchyan, resident of Mayisyan village in the region of Armavir, who is one of the citizens who intended to put forward his candidature, insisted that he was not given the opportunity to be nominated.

“On 3 December I appealed to the Secretary of the CEC Abraham Bakhchagulyan with all documents for the nomination, as it is set up in the RA Electoral Code, to pay the electoral pledge as it is enhanced in Articles 25 and 79 of the Electoral Code. The Secretary of the CEC refused me. His behavior is prosecuted by Article 309 of the Criminal Code”, mentioned Mher Mkrtchyan in his letter to the RA Human Rights Defender.

“A1+” tried to find out why Abraham Bakhchagulyan denied Mher Mkrtchyan. The Secretary of the CEC said that Mher Mkrtchyan applied to the CEC on 3 December, got introduced with the documents and on 6 December came without receipt of the pledge and asked to give him the opportunity to submit the receipt by 11 December, but the CEC did have the right to meet his request.
